Our PTO is made up of hard-working parents & teachers who leverage their talents to provide practical support for our school. Those listed below volunteered to provide leadership this year. Get to know their names, stories, and faces, and feel free to ask them ANY questions.

Presidents - president@herodpto.org
Monica Morales - She is excited to continue supporting the Herod community in her third year with the PTO, now serving as Co-President. She and her husband, Mario, have two current Herod Jets and a Bellaire Cardinal. Monica works full-time for Q10 Property Advisors and volunteers with the Houston Apartment Association. She is a proud graduate of the University of Houston (Go Coogs!). In her free time, she enjoys cheering on the Houston Astros and spending quality time with her family.
Amanda Shirley - She is an enthusiastic PTO mom of two Jets who brings creativity and heart to everything she does and is serving as Co-President this year. Her previous roles over the past five years have been Non-Teacher Appreciation Committee Chair, Auction Event Chair, Fundraising Chair, and Vice President. With a passion for crafting, event planning, and creating memorable experiences, she’s always ready to add a special touch to school events and activities. Whether she’s organizing fundraisers, decorating for classroom celebrations, or coming up with fun ideas for family nights, Amanda loves helping to make Herod a joyful place for kids and families alike.
Executive Vice President
Janelle Long - Janelle and her husband, Paul, have two adorable little Jets: Merida (2nd) and Remi (K). She’s a Licensed Professional Counselor–Supervisor by day, but being a mom is her absolute favorite job! She’s a Girl Scout Troop Leader and proudly boasts about starting the “Full Throttle” run club for Herod parents. Last year, she served as Campus Liaison Chair and is excited to tackle a new year full of possibilities.
You’ve likely seen her snapping pictures at events and making sure the volunteers eat. Between working full time, jetting what often feels like full time, momming hard, running, and scouting, she somehow still finds time for arts & crafts, gardening, and volunteering on a rodeo committee.
Vice Presidents
Marcela Perez - It is my second year on the board, and I am excited for the upcoming school year. I have two sons; one of them is a 4th grader at Herod in dual language. I am a full-time oncology nurse practitioner, and on the weekends you can find me at Westbury Little League. In my free time, I love to travel and watch The Office.
Hannah Villarreal - Hannah is in her third year serving on the PTO and has a rising kindergartner and an incoming PK3 student. By day, she works as a Sales Manager in higher education, partnering with colleges and universities across the U.S. Outside of work, she enjoys reading, tackling home projects, discovering new restaurants with friends, and caring for her ever-growing collection of plants. She’s also a coffee enthusiast and dog mom to the only other girl in her house—her quirky schnauzer, Bella.
Secretary
Rebecca Cox - Rebecca Cox is beginning her fourth year as a member of the PTO and is excited to serve as both Communications Chair and Secretary on the Executive Board for the 2026–2027 school year. During the previous two school years, she served as the Non-Teacher Appreciation Committee Chair, where she enjoyed recognizing and celebrating the many staff members who help make the school a welcoming place for students and families.
Rebecca is a licensed clinical social worker and licensed chemical dependency counselor who currently serves as the Chief Program Officer for a Houston-based nonprofit serving youth.
She is the proud parent of a third-grade dual language jet and looks forward to serving the school community in her new PTO leadership roles. Outside of work and volunteering, she enjoys spending time with her family, going on day trips and road trips, attempting to garden, and finding any excuse to be near the water or at the beach.
Treasurer
LaTosha Rhone - treasurer@herodpto.org
LaTosha is a wife and mother of 3 including 2 current Jets and one Jet Alumni! She has been a member of the Herod PTO for many years but began working on the board during the 2022-23 school year during which she served as our Communications and Merchandise Chair. She loves all things crafty and is a Girl Scout Troop Leader in San Jacinto Council.
Assistant Treasurer
Betty Hanna - Betty has been a member of Herod PTO for the past four years and is excited to now be a part of the Executive Board. She and her husband, Rusty, have 2 sons who are current Herod Jets, entering 2nd and 4th grade. Betty works as an optometrist and also volunteers at Westbury Little League. In her free time, she enjoys spending time with her family, traveling, and practicing yoga.
Teacher Representative
Marcella Melancon - Ms. Melancon, better known as the founding Kindergarten Queen, has been touching the lives of Herod children and families for more than 20 years as she leads and inspires the Kinder Crayola Pack in Room 172. Teaching early childhood is truly her passion, and she is dedicated to creating a nurturing, engaging, and inspiring environment for every child who walks through her classroom doors.
Marcella holds both a bachelor’s and master’s degree in Elementary Education and Administration from the University of Houston — Go Coogs!
When she isn’t molding future minds, she serves as a Girl Scout leader, remains an active member of the community, and enjoys spending as much time as possible with her family and many friends. She served as parent/teacher liaison a few years ago and enjoyed being a member to give insight as a parent and teacher. We are excited to have her rejoin the PTO again this year!
Immediate Past President
Stephanie Kaspar - Stephanie started volunteering with the PTO five years ago (at this point she isn't too sure when she jumped into this amazing Herod Family) and is excited to be a part of the PTO board. Stephanie and her husband Kyle have two kids, Colton and Morgan. Colton will be entering 4th grade, and Morgan will be entering 2nd. Stephanie works full-time as a civil engineer, and when she is not working or up at Herod, she also volunteers at Westbury Little League helping out where needed. Her family loves tailgating for Aggie football, Astros baseball, camping, swimming, or anything outdoors.
